[PATCH 2/2] ima: Remove EXPERIMENTAL from IMA_KEYRINGS_PERMIT_SIGNED_BY_BUILTIN_OR_SECONDARY

Remove the EXPERIMENTAL from the
IMA_KEYRINGS_PERMIT_SIGNED_BY_BUILTIN_OR_SECONDARY Kconfig
now that digitalSignature usage enforcement is set.
