[PATCH v2 3/3] integrity: Remove EXPERIMENTAL from Kconfig

Remove the EXPERIMENTAL from the
IMA_KEYRINGS_PERMIT_SIGNED_BY_BUILTIN_OR_SECONDARY Kconfig
now that digitalSignature usage enforcement is set.
