ima-appraise= can be disabled with CONFIG_IMA_APPRAISE_BOOTPARAM, which
probably is done when the system is in production.

Should I allow to use ima-appraise=require-evm even if
CONFIG_IMA_APPRAISE_BOOTPARAM=n?
